1.Briefly: What is the BEEInfoSTRIP™ Tool about?

The BEEInfoSTRIP™ Tool prints a report at the end of your invoice, receipt or cash slip that indicates whether the items you purchased came from disadvantaged suppliers/ manufacturers. You will immediately see whether BEE is present and effective at your point of purchase. A BEE symbol is printed next to a line item to quickly recognise a BEE supplied product.

The Tool further calculates BEE totals and displays the quantity of products supplied by BEE suppliers and the sum of money you spent in support of BEE. The percent indicator, in relation to the invoice total, represents the nett BEE trend of your completed transaction. This allows you to easily measure how BEE affects your pocket and the rate at which you effect/ support transformation in your community. The BEE monitoring Tool will ensure that every citizen is included in the daily processes of BEE and to hold Government accountable for good BEE governance.

2. What does the consumer do with the BEEInfoSTRIP™ report?

The BEEInfoSTRIP™ is a vital Tool in the hands of the consumer. It is used to uphold Government's obligation in the process of capital reform with the consumer being the watchdog. The BEEInfoSTRIP™ report guides the consumer with regard to BEE spend e.g. not all are in favour of giving 100% support to BEE suppliers. The BEEInfoSTRIP™ Tool allows you to allocate a percentage of your monthly household or business spend and then to measure your contribution in support of BEE. This contribution can be totalled nationally and used by Revenue Services and National Statistics for publication so that you can experience the practical and tangible component of your working contribution to BEE. The BEEInfoSTRIP™ Tool continuously educates people on issues of BEE. The BEEInfoSTRIP™ report indicates the presence of BEE in your community and simultaneously opens doors for business opportunity and job creation. The BEEInfoSTRIP™ Tool keeps a paper record of the declaration of a supplier's BEE compliance and this source document becomes evidence to the Whistle-Blower (employee/ public) if found to be a fronting company. Please see <value add> of the BEEInfoSTRIP™ Tool for more benefits.

3. How do you support BEE?

By buying BEE supplied products. Like with every supplier in the market, they will only remain in business if customers support them. It is the same with BEE businesses and suppliers. They can only remain in business if we supprt their trade. The BEEInfoSTRIP™ Tool encourages the proper practice of empowerment so that we are able to support PDI's. The BEEInfoSTRIP™ Tool is a vital component for sustaining the BEE system so that it relies less on Government to sustain it.

4. Previously disadvantaged businesses are not thriving because they are overwhelmed and suppressed by big businesses. How can the Tool assist?

The BEEInfoSTRIP™ Tool encourages the proper practice of empowerment by big business and Government toward the previously disadvantaged SMMEs. The BEEInfoSTRIP™ Tool is a vital component for BEE implementation. It is a window into empowerment policy of Big business that need your continued support to conduct trade - Big business and Government understands the client market relationship since the inception of BEE.

5. The BEEInfoSTRIP™ may be a good Tool but the reality is that until we all play on an equal playing field, it will not make sense to the majority who are the disadvantaged of this country. How can the BEEInfoSTRIP™ Tool help to even out the playing fields?

You were told that the BEE System was envisaged to reform capital i.e. even out the playing fields, however, the BEE System has been under attack and compromised, creating an atmosphere and feeling of distrust, failure and hopelessness..

This complex concern is addressed by the monitoring function of the BEEInfoSTRIP™ Tool as it sends the message that the entire population is on alert. The presence of the BEEInfoSTRIP™ Tool expressly states that we, the people, hold Government accountable to render BEE policy to reform capital; Government cannot afford to be slack or to let their guard down. The previously disadvantaged individuals (PDI's) are able to receive real-time feedback, continuously review information and measure Government's ability to enforce BEE policy to bring about capital reform.

6. How imbalanced are the economic "playing" fields?

In your community or economic hub, the BEEInfoSTRIP™ Tool reports your BEE spend amount on your till slip - the report could read 100% BEE contribution, 50%, 1% or 0% support. Imagine 0% e.g. the purchase of milk and bread. The BEEInfoSTRIP™ points out areas or "playing" fields of concern that Government would need to address as you present your BEEInfoSTRIP™ report in the form of an invoice or till slip as evidence.

7. Would Big Business implement and develop BEE suppliers in order to compete so as to draw the consumer to shop at their stores?

It is a likely situation when one considers that the BEEInfoSTRIP™ Tool would continuously alert you to the fact that your shopping outlet does not support Government Policy. Your constant exposure to this information raises a morale issue for the owners of the store who may profess to develop previously disadvantaged people and business, yet the BEEInfoSTRIP™ Tool report proves differently.

8. How does the BEEInfoSTRIP™ Tool benefit our youth?

There are numerous advantages but the most asked question is about employment. The small business (SME) sector employs the greatest portion of our workforce and thus we need to support this sector. Government has implemented various initiatives including tax incentives to create employment.

The BEEInfoSTRIP™ however, truly serves the entrepreneur to increase wealth by exposing and availing opportunity for immediate and long term growth i.e. quicker capital transformation and development of more SME’s. The BEEInfoSTRIP™ Tool thus offers our youth sustainable long term employment and the on-going development of young entrepreneurs.

9. How can you get involved?

You can support the BEEInfoSTRIP™ Tool by supporting the SOW Petition. This is a petition to the Department of Trade and Industry to implement the BEEInfoSTRIP™ Tool.

In addition, you can also become an Ambassador for the BEEInfoSTRIP™ project where your main duty will be to spread the news of the Tool to your friends, family and colleagues using social media e.g. Facebook

Once the BEEInfoSTRIP™ public participation monitoring Tool is implemented, your participation is automatic. Your integration with the BEE System will be seamless and immediate.

10. WarrenLouw chain stores procures 50% of all products from BEE suppliers. If a consumer purchases 10 products, 2 are BEE supplied products and 8 are non-BEE supplied, will the BEEInfoSTRIP™ Tool give a true account of capital transformation within that community?

Having 50% and more BEE product lines in a store might not mean that BEE is being supported sufficiently. The answer is Yes, the BEEInfoSTRIP™ Tool will give you a true account of your support in relation to capital transformation. Remember, the BEE value chain is fueled by your financial support. Two products were BEE supplied out of 10, in this case either the store has to relook the BEE supplied product lines and/ or you will have to take a re-look at your product choices. It does however raise a question that if 50% of the stores procurement is BEE, why is the BEEInfoSTRIP™ report only 20% - it may be that these product lines are poor sellers or just window dressing? Why are the suppliers of your product choices not BEE compliant? It is an opportunity to address those product lines with the store owners and Government.

11. Does one boycott non-compliant suppliers?

The BEEInfoSTRIP™ Tool is a reporting mechanism. It is up to the customer to make intelligent choices. Government has provided sufficient policy and the BEEInfoSTRIP™ Tool monitors whether Government is able to carry out that policy. The consumer armed with information is able to hold Government accountable.

12. Some companies do not want to be compliant or see the need to be BEE compliant. How will the BEEInfoSTRIP™ Tool change their attitudes and mind sets knowing that they may have access to funds beyond the borders of our country?

The report of the BEEInfoSTRIP™ Tool holds government accountable for the non-compliance. Government's ability to enforce policy is monitored and Ministers will be held accountable for statements made such as "BEE is on the increase". In addition we must consider the varied moral issues e.g. macro business cannot say (as they do) that they support the plight of PDI's but they do not support the growth of BEE. We will have a instrument/ Tool that measures their BEE compliance.

13. What happens to the BEEInfoSTRIP™ Tool once BEE is fully implemented, will it still be needed?

The BEE system is subject to attack and the BEEInfoSTRIP™ Tool monitors this possibility. It continuously reports activity of new business and existing business compliance. For the whistle-blower it remains an aid to report fronting fraud (business).

14. What happens to the BEEInfoSTRIP™ Tool if Black Economic Empowerment is no longer needed?

The BEEInfoSTRIP™ Tool is an economic empowerment measuring Tool to be used by the people. As the name of the Tool suggests, it is a BASIC Economic Information STRIP - this implies that which ever Empowerment Building Policy (EBP) is in force, the BEEInfoSTRIP™ Tool will be able to report and inform.

15. What is the BEEInfoSTRIP™ Tool project based on?

The BEEInfoSTRIP™ project is based on the fact that Government’s BEE System has not made provision for any effective means for an interactive or communicative process to its beneficiaries (beneficiaries defined in the BEE Act) or commonly referred to as the masses.

This caused the public to somewhat detach itself and in some cases completely detach themselves from BEE leaving it in the hands of a few to abuse the BEE System as reported in the news. There is mixed speculation about BEE within Government and amongst the masses. To determine whether this was intended by Government is not an objective for the project or any form of investigation.

The project aims for the BEEInfoSTRIP™ Tool to alert and strategically position an effective amount of real-time BEE information directly into the hands of the public as a solution to shape the BEE system toward seamless BEE education, automatic BEE crime deterrence and sustainable job creation; thus establishing a transparent interactive communication or feedback process within the BEE System.

The mixed speculation of BEE will be clarified once the BEEInfoSTRIP™ Tool delivers millions of real-time BEE reports to individuals with provincial reports detailing the overall active support of the BEE System. Nationally the Department of Trade and Industry will be guided to implement solutions to the benefit of the masses.

16. Can the BEEInfoSTRIP™ Tool show how BEE has GROWN the economy in the past years?

An accurate national BEE spend can be calculated using data extracted from the BEEInfoSTRIP™ Tool only once it is implemented.

17. What can one do if a particular product can only be produced by a non-BEE compliant supplier?

The BEEInfoSTRIP™ Tool is a reporting mechanism. It is up to the consumer to make intelligent choices. Government has provided sufficient policy and the BEEInfoSTRIP™ Tool monitors whether Government is able to carry out that policy.

18. Is it not premature to implement the BEEInfoSTRIP™ Tool?

People need to know how BEE affects them. It may be premature for some corrupt officials and businesses but for the disadvantaged majority, the time is NOW.

19. Does the BEEInfoSTRIP™ Tool promote Black Economic Empowerment?

The BEEInfoSTRIP™ Tool prints and displays BEE information. Government is the driver of BEE and the consumer makes informed choices using the report from the BEEInfoSTRIP™ Tool.
